CITY FAILS TO PREVENT NEW FEDERAL ENVIRONMENTAL ASSESSMENT
Friends
of Red Hill Valley has received a letter from the
National Energy Board (attached
as a PDF) which announces that there will be a "public
written hearing" conducted by the National Energy
Board AND that there were will be a federal environmental
assessment.
The text of the letter (addressed to Trans-Northern Pipelines
Inc.) is as follows:
"Trans-Northern
Pipeline Inc. Red Hill Creek Pipeline Relocation and Lowerings
Application of 26 June 2003 pursuant to section 58 of
the National Energy Board Act.
"The National Energy Board has decided to conduct
a public written hearing for the above-mentioned application.
The Hearing Order setting out the procedures to be followed
in this hearing will be issued shortly.
"The Board notes that Trans-Northern Pipelines Inc.
submitted that the application should not be subject to
the Canadian Environmental Assessment Act (CEA Act). The
Board has not been persuaded by this argument and will
therefore conduct an environmental screening pursuant
to the CEA Act."
This
letter was sent out to everyone who had contacted the
National Energy Board about this issue. This includes
the Chamber of Commerce, Aldo DeSantis Realty, Mulit-Area
Developments, and several other companies and groups incited
to write to the NEB by the Chamber of Commerce. It is
unclear at this point who will be allowed to participate
in the "public written hearing" process (whatever
that is), but anyone who would like to ensure that they
get the chance to make a submission to this process should
likely contact the National Energy Board as soon as possible.
Letters should simply state that you would like to participate
in the decision-making process associated with the application
of Trans-Northern Pipelines to relocate its pipeline in
Red Hill Valley. They can be sent to:
