Broken Promises on Air Pollution Explanations

Last summer and fall many of us were working hard to provide our comments on the Region's Draft Summary Report Volume 2 on the Red Hill Valley Expressway project. Our submissions were due on October 18. One person was refused a one week extension. The Region promised to reply to these comments and to finalize its draft documents by January 1999.

In December, the health effects of predicted air pollution from the expressway became a major public issue and the Spectator wrote an editorial asking for the Region's response. Again the Region promised to provide answers in January.

It is now well into March and the responses have not appeared. Indeed, this may not happen for some time. A brochure provided to the Iroquoia Bruce Trail Club in late January reveals the possible schedule. It included the question: "How and When will the Impact Assessment Reports be Finalized"? The answer:

"The Region will be working over the next few months to prepare two key reports:

  • Report on the Comments received on DSR Vol. 1 and 2 and how the Region has responded to these comments.

  • Final Impact Assessment Report - this will be a consolidation of all of the work that the Region has done over the past two years (DSR Vol.1 and 2). It will clearly outline the location and design of the Expressway, the realigned creek, and the stormwater management areas. As well, it will outline the impacts to significant environmental and social features including trails and the Niagara Escarpment and how those impacts can be minimized.

"The Final Impact Assessment Report will be submitted to Regional Council for their endorsement. Several technical reports will also be consolidated and finalized."

When confronted, regional staff have made the absurd claim that they are can't finalize the reports until they receive comments from the federal government. As noted elsewhere, this is part of the political strategy to blame the federal authorities for delaying the expressway.
