Construction
Start Scheduled for Next Spring
A
staff report released in late March admitted that expressway
construction cannot start this year. It said that "a
considerable amount work has to be completed to secure remaining
approvals, comply with legislative conditions, address municipal
commitments, and present a final design to Council in the
Fall of this year".
It
notes requirements to complete the provincial exemption
order process, and to obtain "approvals required from
government agencies for various aspects of the project",
as well as various notices that must be given to re-locate
utilities such as the TransNorthern Pipeline and at least
one hydro tower.
The
report also says tree cutting can't begin until November.
These
admissions are in stark contrast to last summer's 'plans'
to start cutting trees immediately, and to the threats issued
last fall by the City about suing the federal government
for allegedly delaying the expressway.
In
fact, this report admits that the City hasn't even had a
formal expressway management team for the last 15 months.
This
year's budget allocates about $5.3 million for the expressway,
most of that to finish construction of the new interchange
between the Linc and the 403.
